Before joining AAPI Data as Managing Director, Howard was the Research and Policy Director for the Asian American Federation (AAF), the largest umbrella leadership organization in New York serving diverse Asian American communities. He authored or co-authored reports on Asian Americans, covering topics such as employment and jobs, small businesses, poverty, seniors, mental health and children. He published articles on poverty and comparing demographics of metro areas in UCLA’s AAPI Nexus Journal.

Howard also oversaw AAF’s Census Information Center (CIC), officially designated by the Census Bureau as a repository of Census data for improving data access to underserved communities. Under the CIC, he published periodic demographic briefs covering neighborhoods, legislative districts, and ethnic groups of the Asian American communities of New York City and State. He led AAF’s 2010 and 2020 Census outreach initiatives to encourage Asian Americans to fully participate in the decennial censuses.

Howard holds an M.S. in Engineering and Public Policy from Carnegie Mellon University, and a B.S.E in Mechanical and Aerospace Engineering from Princeton University.
