Report Overview

This report, released by AAPI Data along with the Data Equity Working Group of NCAPA, provides updated recommendations, an action framework, and best practices aimed at supporting the federal government’s efforts for the timely and successful implementation of the data disaggregation pillar under Statistical Policy Directive (SPD) 15.

The report, “Six Steps to Improve Federal Government Performance on Data Disaggregation,” published in September 2024, builds on previous reports and recommendations developed by AAPI Data and its partners following the historic announcement of major changes to federal race and ethnicity data collection standards made in March 2024.

Action-Oriented Insights & Recommendations

This report is meant to serve as a resource and guide for federal agency leaders and decision-makers tasked with developing agency action plans on race and ethnicity data collections as directed by the latest SPD 15 revisions. The proposed framework — developed by AAPI Data in collaboration with key partners and built from insights gained from ongoing conversations and key meetings with federal agencies — offers action frameworks, best practices, and checklists focused on:

  • Identifying and building an effective federal agency SPD 15 implementation team
  • Assessing the strategic context of data policy and landscape for implementation
  • Identifying and engaging key stakeholders through public engagement
  • Developing goal-oriented strategies for successful implementation, and
  • Developing indicators to measure progress and monitor success of SPD 15 implementation

AAPI Data is also developing and will soon publish a companion tool to ensure the successful development of federal agency action plans and successful implementation of data disaggregation within a five-year time frame.
